Decarcerate Minnesota Prisons is a platform that gives voice to the 15 decarceration paradigms designed to change the economic, living, reentry conditions, draconian laws and policies that are shaped to economically impair incarcerated persons during and after their release.
The 15 paradigms are as follows:
1. There must be a civilian parole board established per House File No. 1885. (Minn. Stat. Chapter 244A)
2. Economic reforms must be established per MNDOC, state laws eliminating surcharges for incoming monies sent to prisoners from outside sources. Incarcerated persons must receive 100% of incoming monies.
3. Prison industry wage reforms must be established to eliminate the 5-80% wage deductions. Incarcerated persons must receive 100% of wages earned. The 13th Amendment Involuntary Servitude Clause must be abolished.
4. All incarcerated persons serving life sentences must be eligible for parole after serving 18 years.
5. There must be a civilian review board and or a prisoners union established to review all prison industry grievances.
6. There must be an independent civilian review board established to review all prisoner medical complaints, assaults, and deaths.
7. There must be MNDOC policies and Minnesots laws established to increase the current MNDOC food budget. All substandard foods purchased must be replaced with the purchasing of nutritious meals.
8. There must be a civilian review board established to review all non-legitimate and discriminatory parole violations.
9. All corporations [3M Corp., Anagram] and foundations [Computer for Schools] that utilize prison labor must establish programs to employee previously incarcerated persons. All incarcerated persons must have access to equal employment.
10. All higher education and vocations must be expanded.
11. All incarcerated persons must have the right to vote via absentee vote.
12. All incarcerated persons must be excluded from the census. All incarcerated persons cannot be counted as residents in the counties prisons are located.
13. There must be MNDOC policies and state laws established mandating all incarcerated persons receive 100% of wages earned from MNDOC jobs.
14. There must an internal water filtration system placed inside MCF-Stillwater to eliminate incarcerated persons from drinking carcinogenic and or ferric laced waters. Incarcerated persons must have access to clean water.
15. All price gouging schemes enacted by MNDOC and MINNCOR Industry/Canteen policies must be eliminated. All incarcerated persons must be protected by consumer protection laws.
